MINUTES OF MEETING
NOVEMBER 7, 2002
PRESENT: Chairman Tracy Scott, Dave Colbert, Joanna McIntosh, Skip Lawrence, Stan Brehm, Ron Lesieur, Harold Arey, David Holmes and Secretary Andrea Deachman
Chairman Scott introduced the Board and asked the members of the Board to review the minutes of October 3, 2002.
Motion was made to accept the minutes with the minor addition of 8:20pm the time of adjournment.

Lot Line Adjustment
Map 10, Lots 9A & 11A, Pleasant Street
Abutters present: Vincent Greco and Karl Merrill
Mr. Giuda presented the Board with plans and explained the lot line adjustment.
The abutters reviewed the plans with Mr. Giuda.
Everything was in order.
Design review closed.

Abutters present: Vincent Greco and Karl Merrill
Mr. Giuda presented the Board with final plans and again explained the lot line adjustment.
Everything was in order. Motion was made to accept the lot line adjustment.

Subdivision
Map 7, Lot 27 Bear Hill & Durgin Roads
Abutters present: Jim & Rebecca Pillsbury, Steve Tumasz, Chip Wagner and Harold Losey
John Myhaver, surveyor for TF Moran presented the plans to the Board. The project is dividing off 2 new lots, one will be 6.26 acres and the other just over 5 acres, leaving the original lot at 35.8 acres. Abutters reviewed the plan.
The Location map Farrin Road needs to be changed to read Ferrin Road. Septic system for existing house needs to be noted.
Design review closed.

Abutters present: Karen Linger and Brandon Giuda
Tim Bernier presented plans for this 5 lot subdivision with lot line adjustment. Mr. Bernier explained the reason for the lot line adjustment was Mr. Merrill’s well is just over the lot line therefore the fixing of the lot line.
Septic location on both lots where houses are and well radius on Map 10, lot 3 is requested.

Site Review – Auto Dealership
Map 4, Lot 166, Dover Road
Lee Edens presented the proposal to the Board.
Mr. Cooney would like to have an Auto Dealership on this lot.
The showroom would be 40’ X 100’, Service area would be 50’ X 60’ with a connector area of 20’ X 20’. The plan shows 75 parking spaces, ample parking for customers, employees and outside show area. Mr. Cooney is currently talking with State Department of Environmental Services and other state agencies on this project.
Talked about the signage mostly on the building, the lighting would primarily be on the automobiles.
They will contact the secretary when ready to continue.

Lot Line Adjustment
Map 3, Lots 3 & 3B, Horse Corner Road
Webb Stout presented plans for this project. The reason for the lot line adjustment is Young driveway is on the Humphrey property. This is an equal swap of land.
The Board requests well radius and septic location be on the final plan.
Design Review/Public Hearing scheduled for next month.

Webb Stout presented a combined plan for both projects. The Board requested that for all other hearings the two proposals be on separate plans.
This is a very large project and many questions were raised tonight. Several abutters were present and had questions that Mr. Stout nor the Board could answer.
The Board requests written documentation, from the State of New Hampshire Department of Transportation, stating this area of the highway is acceptable entrance/exit onto State Route 4/202 & 9.
A traffic study will be requested. Wetlands are an issue, some questionable streams.
An escrow was requested.
Design Review was scheduled for both projects separately.

Subdivision
Map 5 Lot 8, Main Street & Granny Howe
Mark Stevens presented the Board with plans for this project. Mr. Stevens explained that there will be two 15 acre lots, two 5 acre lots and the original lot will have 52 acres. They have already obtained curb cuts, well and septic and have all 4 state driveway permits.
Design Review/Public Hearing scheduled for next month.

Wetland zoning: Board reviewed. Public Hearing set for next month
Impact fee wording: Board to review again.
Zoning issues: class VI roads to class V
Budget for Planning was set with the exception of working on the master plan and Chairman Scott will get those figures to the secretary for inclusion.
